Registration Q&As

Welcome to the third InkWELS. If you didn’t receive the second edition and you would like to get a copy, you can go to our website (www.waterrating.gov.au) where you will find it under ‘Publications’.

This edition responds to commonly asked registration questions. 

Who can register a WELS product?
The manufacturer of the product, or another person provided they have been given written permission by the manufacturer. The other person may, for example, be an importer, wholesaler, retailer, online seller or auction house. A copy of the manufacturer’s written permission must be attached to the registration application.

Can I supply a product that has already been registered by someone else?
Yes.

If you are not the manufacturer or importer, any WELS product that is supplied to you as an on-seller should already have a WELS label on it.

The only exceptions to this are clothes washing machines and dishwashers that were manufactured or imported before 1 July 2006. These may be sold unlabelled until 31 December 2007. As of 1 January 2008, all WELS products must be WELS labelled in order to be supplied at any point in the supply chain.

Can I supply a product that has been registered by someone else, but “re-badge” it by calling it a different brand and/or a model number?
Yes, BUT ONLY if you do one of the following:

(1) When you display the product or supply it in its packaging, the original brand name and model number/name must be displayed, together with the “new” brand name and/or model number/name. The original WELS label may be used.
OR
(2) When you display the product or supply it in its packaging, you can use an amended WELS label with the original brand and model number printed next to the licence number. Annex B of the WELS Standard (AS/NZS6400:2005) in clause B.1 allows for the model number to be placed on the WELS label.

These requirements exist so that the product model can be traced to its original registration details for compliance purposes.

You may decide not to take either of the above approaches because, for example, you want to completely change the identity of the product by removing any reference to the original name and model number/name from the packaging. In this case, you will need to:

The name of my business has changed (for example, due to a merger or company take-over). Can the details of my WELS licence number be changed to show the new business name? 
Yes. Let the WELS Regulator know in writing and we will update your details in the on-line registration database. A letter from both the “old” and the “new” company should be provided.  You can do this by sending an email to WELS@environment.gov.au.

Does this affect the registrations made previously under the original business name? 
No. Existing and new registrations under your licence number are unaffected.
